Taps Prominent Business Leaders for Board of Advisors

Board Executives To Augment Service to Companies Serving All Government Agencies

McLean, Virginia (November 18, 2002) - (), the strategic, management and financial solutions provider for emerging, middle market and technology companies, today announced the formation of a Board of Advisors of respected regional industry veterans to augment its commitment to help growing government contractors break barriers to business success. Joining the Board of Advisors are the designated Chairman, Jack Hughes, Carl McNair, Israel Feldman and Gary R. Nelson.

- Jack Hughes, the newly appointed Senior Vice President, Chief Financial Officer and Treasurer of IITRI, a not-for-profit engineering and technology company, will serve as Chairman. Mr. Hughes was previously the Principal Financial Consultant of . His career includes Senior Vice President and Chief Financial Officer at BTG, Incorporated, where he directed the rapid growth of the company over a six-year period. Prior to BTG, he held senior executive positions with ManTech International.

- Carl McNair is the Special Assistant to the President and CEO at Dyncorp, responsible for the executive oversight and coordination of Dyncorp Government Relations and Legislative Affairs. Prior to this position, he held a series of executive positions within Dyncorp culminating in his position of President, Enterprise Management. Before joining Dyncorp, Mr. McNair was Vice President, Army Programs with Burdeshaw Associates, Ltd. Earlier, he served the U.S. Army for more than 32 years in key Research and Development, Infantry and Army Aviation command and staff positions, retiring in 1987, as a Major General.

- Israel Feldman, a leader in the evolution of the computer industry spanning 40 years. He is widely recognized as one of the leaders of the federal information technology sector; most recently, as the founder of both Government Computer News and the E-Gov Journal, and the E-Gov National Conference-Expo. Mr. Feldman is founder of the Industry Advisory Council, and has orchestrated a number of industry conferences and authored important publications.

- Gary Nelson has more than 25 years of experience in government and technology services. He helped lead SRA International, Inc., from $2 million in revenues to $300+ million as head of business development and corporate ventures, retiring as Vice Chairman. Prior to SRA, he was a charter member of the Senior Executive Service of the federal government, serving as Associate Director of the Office of Personnel Management responsible for civil service retirement and insurance programs, and as Deputy Assistant Secretary of Defense. Dr. Nelson was also an economist with the Congressional Budget Office, Rand and the Institute for Defense Analyses.

The Board of Advisors will provide guidance on the needs of growing companies and how service offerings should be developed in response. This Board will also offer insights on industry trends and what directions are necessary to address changes in economic and government policies.
